OFFICERS:

There are three (3) officers of the league. Each is elected to their position by a quorum of the league membership at the yearend tournament banquet. Officers will serve as the rules committee. In the event that an officer is not able to complete his duties the remaining officers shall appoint a replacement.

PRESIDENT : Serves as the final decision-maker on all facets of the league if consensus of the other officers cannot be reached.

Serves as the primary interface with the golf course and the league. This position is not reimbursed for duties performed.

VICE PRESIDENT : Serves on the rules committee for any dispute during league play. Serves as a final decision maker in the case when the President is not available. Responsible for coordinating the end of the year golf outing and banquet. This position is not reimbursed for duties performed.

SECRETARY : Serves on the rules committee for any dispute during league play. Responsible for tabulating league scores, calculating handicaps, and creating score cards required for normal league play. This position is reimbursed for duties performed. The reimbursement is the equivalent of one (1) membership into the league for a full year.

TREASURER : Serves on the rules committee for any disputes during league play. Responsible for insuring that all dues and sub fees are paid and that the league payments to the golf course are made on a timely basis. Also, required to provide a summary of the financial activity of the year at the end of the season banquet and proposed budget for the upcoming year. The reimbursement is the equivalent of one half (.5) membership into the league for a full year.

RULE CHANGES:

All rule changes will only be discussed at the fall meeting. There will be NO rule changes discussed at the Spring Kickoff meeting.

MEMBERS:

The league will consist of up to 30 two (2) man teams. Teams are divided into flights based on total participating teams. Each flight will consist of teams divisible by 4 with a minimal number of teams being 8.

FLIGHTS:

Flights will be determined on the basis of total team handicap. Teams having only one member returning will have their flight determination based upon the handicaps of the remaining partner and the old partner. If a new team is being added, the new team will be placed within the flight of the missing team, unless estimated handicaps warrant a different flight. If the later is true, all flights will be reworked based upon team handicap. Only a 49’ers handicap will be counted, and previous year’s handicap will carry forward. If a flight determination cannot be made based upon team handicap totals, i.e.; team handicaps are the same, the following criteria will be used to determine the flights.

1.      Flights that the teams played in the previous year.

2.      If both teams were in the same flight, which ever team finished higher in the final standings at the end of the year, more total points.

3.      If both teams were in the same flight and tied in total points, the determination then goes to head to head competition, with the team taking the most points going to the next flight.

4.      If both teams tied in head to head competition, the individual team member handicaps will be expanded two decimal places and then re-totaled. The team with the lowest team total will then be moved or remain in the higher flight.

5.      A team may request to be moved or remain in the lower flight in a bubble situation. This request will be honored with concurrence of the other affected teams and league officers.

 SEASON:

Regular season prizes will be awarded to the top three teams in each flight. Winners will be determined based upon total number of points scored during the year.

TOURNAMENT:

Prizes will be determined based on available funds.

HANDICAPS:

The league will adhere to the USGA ‘Equitable Stroke Control (ESC)’ rules. Handicaps for all league members and subs will be computed as defined under the section ‘Handicap Computation’.

COURSE SEASON – STARTING TIME:

  1. League play will be on Thursdays of April through September for a total of 20 weeks with two rain dates specified at the beginning of the year. A calendar of dates will be distributed to the league members during the end of the season banquet.
  2. All matches will be played at the golf course listed above. Play will begin at 5:15 PM with a shotgun start during the months of May through August. Play will begin at 5:00 PM the months of April and September. Priority on the tee is predetermined and published in a schedule at the beginning of the year.
  3. The tournament will be held following the completion of league play. The course will be determined by the officers and announced during the first half of the season.

DUES-FEES:

The 2018 season fees are $425. This amount covers:

  1. Golf course greens fees
  2. Secretary’s greens fees
  3. Trophies and prizes
  4. Tournament and banquet

Substitutes will be charged $10.00. Failure to pay results in no points being taken by that sub, and the blind score taken by the player who is being substituted for. Only the President and Treasurer will sign checks drawn on ‘49’ers Golf League’. Any players not paying dues on time will be assessed a $5 per week charge until dues are paid in full. Full payment of dues are due by all players by the second week of league play.

CANCELLATION OF PLAY:

  1. Rainout before tee-off.

In case of rain, the league officers will call play by 5:15 on the day of play. It is intended that the league will play unless the course is closed.

  1. Rain-out after start of play.

Where conditions such as heavy rain or lightning require the cancellation of play after tee-off, the scores will be decided as follows:

Less than 5 holes played by majority of teams :

The scores will not count, and the play will be rescheduled if a rain-out date remains.

 

More than 5 Hole Completed by majority of teams:

For those holes not completed, each team will receive 2 points. The match points will also be split.

SCORE CARDS:

All score cards must be completed and signed by a member of each team. The cards must be turned in immediately following the match. If a substitute player was used, the fee must be turned in with the card. In order to accurately record handicaps, the subs full name must be on the scorecard.

SCORING:

1.      Each team will play for a maximum of 40 points each week. Points will be awarded as follows:

2.      Prior to the match, the team handicap will be determined by totaling both players’ individual handicaps.

3.      The two teams will compare handicaps, with the team with the higher handicap being awarded the handicap of the difference in team handicaps. The strokes will be assigned to holes in order of difficulty. If a differential of more than 9 is in order, the holes on which the higher handicapped team is awarded 2 strokes will also be decided in order of difficulty.

4.      Team net score per hole is calculated by subtracting the handicap from the gross score.

5.      Four (4) points are awarded for low team net per hole. In a case of a team net tie, both teams are awarded 2 points.

6.      Team net score per match is calculated by adding all 9 team net scores per hole. Four (4) points are awarded for low team net score per match. In case of a tie, both teams are awarded 2 points.

B. Strokes:

All strokes, including penalties, must be recorded on the score card and used in scoring.

C. Absent Players:

  1. Single Absent Player : An absent players team (i.e. 1 with only 1 player) automatically forfeits 2 of the match points. The other 2 match points will be contested using the absent player’s blind score. If an absent player has no handicap, his partner’s handicap will be used to determine his blind score.

  2. Double absent player: If a team has a double blind, and neither partner has a handicap, then a team member from the flight will be drawn at random at the conclusion of the night’s play, and that team member’s handicap will be used to determine the blind scores for the absent team. If a double blind team has 1 member with a handicap, that handicap will be used to determine the blind score for both partners. A double blind can never take points.

  3. If a team double blinds three (3) times in one season, they will be removed from the league for the following year. They will be placed on the end of the waiting list for the upcoming year at the time of their third double blind.

D. Late Players:

Play should not be held up for late players. If a foursome is designated as first off the tee, they may allow the second foursome to commence play while waiting for missing players to show up, but should then commence play. At the discretion of the opponents of a late arriving player, the player may be allowed to play missed holes at the completion of the round. If the hole is not made up, a blind score will be used for the missed holes.

E. Players Leaving Early:

Players should make every attempt to finish their round. In case of physical distress or emergency (phone message, beeper, etc.) a player may leave his round early. In that case, the player’s blind score will be applied to the incomplete holes. If a player leaves a round early for any other reason, the maximum score will be applied for the remaining holes.

If a golfer walks off the course during match play (personal or job-related emergency allowable), will be expelled from the 49’ers golf league and will not be allowed to play in the 49’ers golf league as a member or a sub and will forfeit remaining league dues. The remaining partner may obtain a new partner, play with a sub, or use his expelled partner’s blind score. If the remaining partner cannot find a new partner within three weeks, the officers may assign a new partner. If both members walk off, all following match play will use the established blind score match play, unless subs can be found or until the officers can assign a new team.

  1. Physical confrontation:

Any player deemed by 49ers League Officers to be the instigator of a physical confrontation with a fellow League member during any league activity, will be immediately expelled from the 49’ers golf league and will forfeit remaining dues and will not be eligible to return to the league either as a member or a sub.

SUBSTITUTES:

A.     Substitutes will not be eligible for regular season prizes.

B.     An approved sub list will be maintained by the Secretary.

C.     Players are encouraged to select a sub with a handicap close to their own, if possible.

EQUITABLE STROKE HANDICAP (ESC):

Handicap Rules

The USGA Equitable Stroke Handicap method of calculating handicaps will be used. Below are a few examples:

HC RULES FOR DETERMINING ESC

0-4 Maximum of 6 on any hole.

5-9 Maximum of 7 on any hole.

10-14 Maximum of 8 on any hole.

15-19 Maximum of 9 on any hole.

20-24 Maximum of 10 on any hole.

25-27 Maximum of 11 on any hole.

Please note:

The maximum allowable handicap for 9 holes is 27.

 

HANDICAP BASIS:

Handicap will be computed at 96% of the difference between the player’s score and 33.3 (Webster’s course rating) for members and subs. We will use a graduated method to compute handicap. This method will be as follows:

1 Week 75% of score

2 Weeks 80% of combined score

3 Weeks 85% of combined score

4 Weeks 90% of combined score

5 Weeks 95% of combined score

6+Weeks 96% of combined score

The ESC score of your lowest 10 or 11 completed rounds will be used to determine handicap.

 

PLAYING RULES:

  1. USGA rules shall apply except where amended by local rules or below.

  2. Winter rules will be played only if conditions warrant (i.e. a ball in your own fairway can
    be moved no nearer to the hole). Teams may decide to play by winter rules prior to first player teeing off on starting hole

  3. No gimmies allowed.

  4. No mulligans allowed.

  5. Free lifts: A ball may be moved no nearer to the hole and played from there under the following circumstances:
    1. A ball on a road or pathway which is in bounds, may be lifted and dropped within 2 club lengths of the road or pathway way.

    2. If danger to the club (i.e. ball lying on a rock or stones), may be lifted and dropped within 2 club lengths. This rule to be determined by opposing team. Note, that a tree does not constitute danger to the club. Ball cannot be removed from hazard using this rule

    3. Casual water or ground under repair - drop as close as possible to the ball’s original position no closer to the hole.

    4. Staked and young trees – Ball may be lifted and dropped within 2 club lengths in length if the tree, stakes, or ropes interfere with the swing or follow-thru.

    5. Plugged ball – winter rules apply to any plugged ball whether in your fairway or not.

    6. If ball comes to rest in a footprint or swing divot in a sand trap, it may be moved, but must remain in the trap.

    7. Debris, downed trees, course equipment – Ball may be lifted and dropped within 2 club lengths with the approval of the other team.

6. Penalty Strokes:

    1. Unplayable lie (except where appropriate under rule 5) (1 stroke penalty)

    2. Water hazards (1stroke penalty)

    3. Lost Ball or Out of Bounds (USGA Rule 27-1) If a ball is LOST or OUT OF BOUNDS the player shall play a ball,(under the penalty of one stroke) as nearly as possible at the spot from which the original ball was last played. Out of bounds will be determined based upon the white stakes markers on the course. Out of Bounds off the tee shall be replayed from the tee.

d.     Touching the Ball (Except as allowed in rules) – (1 stroke penalty)

f.      Violation of local rules – See score card.

g.     Violation of rules – Any player observing a violation of rules should notify the violator immediately. Continued violation of the rules shall be brought to the attention of the committee, which shall take action deemed necessary, up to and including expulsion from the league.
